The Common Council met in special session at City Hall in the City of Black River Falls on August 8, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Ross, Brown, Ammann, J. Rave, and M. Rave were present. Mayor J. Eddy presided.

Lauren Wright, owner of The Wright Place Saloon, LLC shared with the Council their plans for a suicide prevention awareness fundraising event on August 17, 2019 which will include two bands playing in the street. They would like to extend their liquor license to the street just for the day and lift the ban on public consumption for that street as well. There will be a fence around the area and wrist bands for those over 21. The street will be closed from Main Street to the alley.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to modify the premises description for The Wright Place Saloon, LLC to include South First Street between Main Street and the alley for their Class B Combination Liquor License for one day, August 17, 2019, and to temporarily lift the ban on public consumption on South First Street between Main Street and the alley for one day, August 17, 2019 for a special event. Motion carried.

There was discussion on the $600 special meeting fee paid by the Wright Place for this meeting. The fee is to offset the cost of wages for Council members so tax payers are not paying for a special meeting for one specific topic for one business. The City Administrator explained that the wages are set in an ordinance and cannot be waived but the Council members could elect to donate their pay to the event at the Wright Place Saloon as away of getting the funds back to them or they could elect to donate their pay back to the City to refund taxpayers if the fee was waived. Lauren Wright explained that she had missed the deadline for submitting her requests which made as special meeting necessary. Several Council members expressed their thoughts and feelings regarding the situation and the desire to donate their time for this meeting. It was expressed that waiving the fee may set a precedence for the city to pay for future requests for special meetings and the need to consider our obligation to our constituency and the tax payers.

It was moved by Alderperson Olson, seconded by Alderperson J. Rave to refund the $600 special meeting fee to The Wright Place Saloon, LLC. Motion carried (6-2) with Alderpersons Ross and Brown voting no.

It was moved by Alderperson Olson, seconded by Alderperson Brown to adjourn. Motion carried at 6:16 P.M.
