City Hall

The Common Council met at City Hall in the City of Black River Falls on November 5, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Ross, Ammann, J. Rave, and M. Rave were present. Alderperson Brown was excused. Mayor J. Eddy presided.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson M. Rave to dispense with the reading of the minutes of the October 1, 2019 Common Council meeting and approve as presented. Motion carried.

The Committee of the Whole met at City Hall in the City of Black River Falls on October 16, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Ross, Ammann, J. Rave, and M. Rave were present. Alderperson Brown was excused. Mayor Jay Eddy presided.

  1. Mayor Eddy called the Committee of the Whole to order at 6:00pm.
  2. There were 6 citizens in attendance all for agenda items. The Blackdeer and Olson family representatives in attendance distributed a letter to Committee members opposing the changes proposed for Lallapalooza Estates.
  3. The City Administrator presented an updated 2020 proposed city budget. general transportation aid estimates from the Department of Revenue increased $37,000. Budgeted revenues were increased by $35,000 and the same amount was added to the Street Department Capital Budget. The proposed budget remains within Expenditure Restraint Program requirements and state imposed levy limits. The proposed budget would result in a tax increase of approximately $21.29 on a $100,000 home.

The Common Council met in special session at City Hall in the City of Black River Falls on August 8, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Ross, Brown, Ammann, J. Rave, and M. Rave were present. Mayor J. Eddy presided.

Lauren Wright, owner of The Wright Place Saloon, LLC shared with the Council their plans for a suicide prevention awareness fundraising event on August 17, 2019 which will include two bands playing in the street. They would like to extend their liquor license to the street just for the day and lift the ban on public consumption for that street as well. There will be a fence around the area and wrist bands for those over 21. The street will be closed from Main Street to the alley.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to modify the premises description for The Wright Place Saloon, LLC to include South First Street between Main Street and the alley for their Class B Combination Liquor License for one day, August 17, 2019, and to temporarily lift the ban on public consumption on South First Street between Main Street and the alley for one day, August 17, 2019 for a special event. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Gearing-Lancaster to approve the application for a Temporary Class B Retailers License from the Jackson County Agricultural Society Inc. for the Jackson County Fair July 31 – August 4, 2019 at the Jackson County Fair Park. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Brown to approve the application for a Temporary Class B Retailers License from the Jackson County Beef Promotion Committee for the Jackson County Beef Cookout July 13, 2019 in the Jackson County Fair Park Livestock Barn. Motion carried.

The Department Head monthly reports were reviewed. Department heads present were Steve Peterson, Tammy Peasley, Jody Stoker, Greg Rush, Steve Schreiber, and Brad Chown.
1. The Fire Chief presented his proposal to upgrade all new and replacement fire hydrants to 5” Storz steamer connection.
2. It was moved by Alderperson Busse, seconded by Alderperson Ross to approve the Fire Chief’s request to upgrade all new and replacement fire hydrants to 5” Storz steamer connection. Motion carried.
3. The EMS Division Chief presented information related to the ten (10) EMS action items on the agenda including new and revised job descriptions, the elimination of the ambulance driver position and job description, and new & revised policies and procedures for the EMS Handbook.
4. It was moved by Alderperson Ross, seconded by Alderperson Johnson to approve the EMR Job Description. Motion carried.
5. It was moved by Alderperson Johnson, seconded by Alderperson J. Rave to approve the revised EMT Job Description. Motion carried.
6. It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the AEMT Job Description. Motion carried.
7. It was moved by Alderperson Johnson, seconded by Alderperson Ross to approve the PARAMEDIC Job Description. Motion carried.
8. It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve revised EMS Policy 1.1.060 Compensation. Motion carried.
