City Hall

The Common Council met at City Hall in the City of Black River Falls on July 2, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Brown, J. Rave, and M. Rave were present. Alderperson Ross was excused. Mayor J. Eddy presided.

It was moved by Alderperson Olson, seconded by Alderperson M. Rave to dispense with the reading of the minutes of the June, 2019 Special Common Council meeting and approve as presented. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Gearing-Lancaster to approve the application for a Temporary Class B Retailers License from the Jackson County Agricultural Society Inc. for the Jackson County Fair July 31 – August 4, 2019 at the Jackson County Fair Park. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Brown to approve the application for a Temporary Class B Retailers License from the Jackson County Beef Promotion Committee for the Jackson County Beef Cookout July 13, 2019 in the Jackson County Fair Park Livestock Barn. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Brown to approve RESOLUTION 2019-05 a resolution regulating the use of City rights of way. Motion carried.

The Common Council met in a special session at City Hall in the City of Black River Falls on May 15, 2019 at 6:00 P.M. Alderpersons Olson, Busse, Gearing-Lancaster, Ross, Johnson, and J. Rave were present. Alderperson Brown was absent and Alderperson M. Rave was excused. Mayor J. Eddy presided.

The Department Head monthly reports were reviewed. Department heads present were Steve Peterson, Tammy Peasley, Jody Stoker, Greg Rush, Steve Schreiber, and Brad Chown.
1. The Fire Chief presented his proposal to upgrade all new and replacement fire hydrants to 5” Storz steamer connection.
2. It was moved by Alderperson Busse, seconded by Alderperson Ross to approve the Fire Chief’s request to upgrade all new and replacement fire hydrants to 5” Storz steamer connection. Motion carried.
3. The EMS Division Chief presented information related to the ten (10) EMS action items on the agenda including new and revised job descriptions, the elimination of the ambulance driver position and job description, and new & revised policies and procedures for the EMS Handbook.
4. It was moved by Alderperson Ross, seconded by Alderperson Johnson to approve the EMR Job Description. Motion carried.
5. It was moved by Alderperson Johnson, seconded by Alderperson J. Rave to approve the revised EMT Job Description. Motion carried.
6. It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the AEMT Job Description. Motion carried.
7. It was moved by Alderperson Johnson, seconded by Alderperson Ross to approve the PARAMEDIC Job Description. Motion carried.
8. It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve revised EMS Policy 1.1.060 Compensation. Motion carried.
9. It was moved by Alderperson Johnson, seconded by Alderperson J. Rave to approve revised EMS Policy 2.1.040 Training. Motion carried.

Chief of Police Kelly Bakken introduced the department’s full-time officers. There was discussion on the vehicle bids related to body styles, ground clearance, and storage. Chief Bakken recommended the purchase of a 2019 Dodge Charger from Gross Motors.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to approve the purchase of a 2019 Dodge Charger from Gross Motors for $25,758.50. Motion carried.

Chief of Police Kelly Bakken’s letter of resignation effective February 28, 2019 was presented to the Council. Chief Bakken has accepted the position of Chief of Police for the City of Altoona. The Council thanked Chief Bakken for her contributions to the city’s police department.
